Vice President Biden, Mr. Chief Justice, Members of the United States Congress, distinguished guests, and fellow citizens:

バイデン副大統領、連邦最高裁判所長官、連邦議会の議員の皆さん、来賓の皆様、そして市民のみなさん。

Each time we gather to inaugurate a president, we bear witness to the enduring strength of our Constitution. We affirm the promise of our democracy. We recall that what binds this nation together is not the colors of our skin or the tenets of our faith or the origins of our names. What makes us exceptional — what makes us American — is our allegiance to an idea, articulated in a declaration made more than two centuries ago:

大統領の就任式のたびに、我々は合衆国憲法の変わらぬ強靭さを目の当たりにします。アメリカ合衆国の民主主義への誓約が確固としたものであることを確信します。この国の結束は、肌の色でも、信仰でも、どんな名前を持つかということでもたらされるものではありません。我々を際立たせるのは、２世紀以上も前に作られた独立宣言に明記された理念への忠誠です。

“We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that among these are Life, Liberty, and the pursuit of Happiness.”

Today we continue a never-ending journey, to bridge the meaning of those words with the realities of our time. For history tells us that while these truths may be self-evident, they have never been self-executing; that while freedom is a gift from God, it must be secured by His people here on Earth. The patriots of 1776 did not fight to replace the tyranny of a king with the privileges of a few or the rule of a mob. They gave to us a Republic, a government of, and by, and for the people, entrusting each generation to keep safe our founding creed.

For more than two hundred years, we have.

そして200年以上にわたり、我々はそれを守ってきたのです。

Through blood drawn by lash and blood drawn by sword, we learned that no union founded on the principles of liberty and equality could survive half-slave and half-free. We made ourselves anew, and vowed to move forward together.

Together, we determined that a modern economy requires railroads and highways to speed travel and commerce; schools and colleges to train our workers.

Together, we discovered that a free market only thrives when there are rules to ensure competition and fair play.

Together, we resolved that a great nation must care for the vulnerable, and protect its people from life’s worst hazards and misfortune.

我々は共に、偉大なる国は無防備な部分を意識して、最悪の危険や不幸から自国民を守らなければならないと決心しました。

Through it all, we have never relinquished our skepticism of central authority, nor have we succumbed to the fiction that all society’s ills can be cured through government alone. Our celebration of initiative and enterprise; our insistence on hard work and personal responsibility, are constants in our character.

とはいえ、我々は中央に権力が集中しはじめていないかどうか、一貫して疑うことを止めませんでした。社会の病巣が、政府によって全て治療されるだろうという虚構にも惑わされませんでした。我々の、自らのイニシアチブで、参画してゆくことをよしとし、勤勉で個人個人が自らの責任において活動することを求める国民性は揺るぎのないものです。

But we have always understood that when times change, so must we; that fidelity to our founding principles requires new responses to new challenges; that preserving our individual freedoms ultimately requires collective action. For the American people can no more meet the demands of today’s world by acting alone than American soldiers could have met the forces of fascism or communism with muskets and militias.

しかし、我々は、時代が変われば、我々も変わらなければならないことは分かっています。建国の精神を厳しく守っていくには、新たな挑戦への新たな対応が必要です。個人の自由を守るためには、結局のところ集団行動が必要なのです。アメリカ兵がマスケット銃や民兵集団でファシズムや共産主義とは対抗できなかったように。今、この世界の要求にアメリカ単独では応えられないのです。

No single person can train all the math and science teachers we’ll need to equip our children for the future, or build the roads and networks and research labs that will bring new jobs and businesses to our shores. Now, more than ever, we must do these things together, as one nation, and one people.

子どもたちの将来に必要な数学や科学の教師を、たった一人の人間が育成することはできません。新たな雇用やビジネスをうみだす道路やネットワーク、研究所をたった一人でつくることもできません。今まさに、これまで以上に一つの国、一つの国民として共にみなで取り組む必要があるのです。

This generation of Americans has been tested by crises that steeled our resolve and proved our resilience. A decade of war is now ending. An economic recovery has begun. America’s possibilities are limitless, for we possess all the qualities that this world without boundaries demands: youth and drive; diversity and openness; an endless capacity for risk and a gift for reinvention.

現在、我々の世代は、アメリカ国民が様々な危機にさらされ、不屈の回復力でそれを乗り越えてきました。10年にわたる戦争も終わりました。経済も回復しはじめています。アメリカには限りない可能性があります。というのも、ボーダーレス化する世界で必要な若さ、活力、多様性そして開放性といった資質が我々にはあるからです。リスクに持ちこたえる力やさらなる改革への才能もあるのです。

My fellow Americans, we are made for this moment, and we will seize it — so long as we seize it together. For we, the people, understand that our country cannot succeed when a shrinking few do very well and a growing many barely make it. We believe that America’s prosperity must rest upon the broad shoulders of a rising middle class.

国民のみなさん、我々は今この時のためにここにいるのです。いっしょに取り組もうとするかぎり、それを獲得することはできるはずです。なぜなら少数の人だけがうまいことやり、かろうじて暮らすような人が増えるようであれば、この国は成り立たないと、我々は分かっているからです。アメリカの繁栄は台頭する中間層の肩にかかっています。

We know that America thrives when every person can find independence and pride in their work; when the wages of honest labor liberate families from the brink of hardship. We are true to our creed when a little girl born into the bleakest poverty knows that she has the same chance to succeed as anybody else, because she is an American, she is free, and she is equal, not just in the eyes of God but also in our own.

すべての人が自立し、自分の仕事に誇りを持てたとき、誠実に働く人が自らの賃金で家族の苦境を救うことができたとき、アメリカは繁栄できるのです。職のない貧しい中に生まれた少女でも、他の誰とも同じように成功するチャンスがあると知ったとき、そしてそれは神が見ているからということだけではなく、我々自身が、彼女が自由で平等なアメリカ人であると認識していることによってそうなったとき、我々の信条が真実であるといえるのです。

We understand that outworn programs are inadequate to the needs of our time. We must harness new ideas and technology to remake our government, revamp our tax code, reform our schools, and empower our citizens with the skills they need to work harder, learn more, and reach higher. But while the means will change, our purpose endures: a nation that rewards the effort and determination of every single American. That is what this moment requires. That is what will give real meaning to our creed.

使い古した制度は現代のニーズとは合わないということを我々は知っています。政府を再建するためには、新しいアイデアや技術を利用しなければなりません。税制を見直し、学校を改革して、人々がより熱心に働き、学んで、自らを向上させるためのスキルを身につけられるようにしていかなければなりません。しかし、手段は変わったとしても、すべての国民の努力と決意に報いる国を作ろうという目標は変わりません。それこそが今必要なことなのです。我々の信条に真の意味を与えるものなのです。

We, the people, still believe that every citizen deserves a basic measure of security and dignity. We must make the hard choices to reduce the cost of health care and the size of our deficit. But we reject the belief that America must choose between caring for the generation that built this country and investing in the generation that will build its future. For we remember the lessons of our past, when twilight years were spent in poverty, and parents of a child with a disability had nowhere to turn. We do not believe that in this country, freedom is reserved for the lucky, or happiness for the few. We recognize that no matter how responsibly we live our lives, any one of us, at any time, may face a job loss, or a sudden illness, or a home swept away in a terrible storm. The commitments we make to each other — through Medicare, and Medicaid, and Social Security — these things do not sap our initiative; they strengthen us. They do not make us a nation of takers; they free us to take the risks that make this country great.

当然のことながら、すべての国民が基本的な安全と尊厳を持つ権利があります。医療費と財政赤字を減らすために厳しい選択を強いていかなければなりません。しかし、それがこの国を築いてきた世代を大切にするか、未来を担う世代に投資するかという選択であってはならないことは言うまでもないことです。我々は老後に貧困にあえぎ、障害のある子をもつ親が行き場がなく途方にくれていた教訓を覚えています。この国において自由は幸運な人だけのものでもなく、幸福も限られた人だけのものであってはなりません。どれほどしっかりと人生を歩んでいても、仕事を失ったり、突然病に倒れたり、または嵐で家を流されることは誰にでも起こり得るということです。メディケアやメディケイドといった医療保険、社会年金制度によってお互いに助け合う共同体は、我々の自発性を奪っていくものではありません。それは、我々を強くしてくれるものなのです。こうした制度はただ受給するためにあるのではなく、それによって、我々はこの国を繁栄させるためのリスクをとることのできる自由を獲得できるのです。

We, the people, still believe that our obligations as Americans are not just to ourselves, but to all posterity. We will respond to the threat of climate change, knowing that the failure to do so would betray our children and future generations. Some may still deny the overwhelming judgment of science, but none can avoid the devastating impact of raging fires, and crippling drought, and more powerful storms. The path towards sustainable energy sources will be long and sometimes difficult. But America cannot resist this transition; we must lead it. We cannot cede to other nations the technology that will power new jobs and new industries — we must claim its promise. That is how we will maintain our economic vitality and our national treasure — our forests and waterways; our croplands and snowcapped peaks. That is how we will preserve our planet, commanded to our care by God. That’s what will lend meaning to the creed our fathers once declared.

我々は、アメリカ人として、自らのためのみならず、後に続く世代のために責務を果たすべきです。気候の変化の脅威に立ち向かわなくてはなりません。失敗すれば、それは子どもや未来の世代を裏切ることになります。科学に頼りすぎることをよしとしない人が、今でもいるかもしれません。しかし手のつけられない森林火災や深刻な干ばつ、どんどん凶暴になっている嵐を回避することは誰にもできないのです。持続可能なエネルギーを模索する道は長く、時には試練にも直面するでしょう。しかし、我々アメリカ人は、この変化への過程に逆行することはできません。我々こそが先導していかなければならないのです。新たな雇用や産業を生み出す技術を他の国に譲り渡すわけにはいきません。その約束をしっかりと示してゆきましょう。こうしてアメリカ経済のバイタリティや、国の宝である森や川、耕作地や雪を頂く山々を守っていきましょう。神が命じたように、このようにして我々はこの地球を守ってゆきましょう。これこそが我々の祖先が独立宣言で謳い上げた信条を未来へと導くことなのです。

We, the people, still believe that enduring security and lasting peace do not require perpetual war. Our brave men and women in uniform, tempered by the flames of battle, are unmatched in skill and courage. Our citizens, seared by the memory of those we have lost, know too well the price that is paid for liberty. The knowledge of their sacrifice will keep us forever vigilant against those who would do us harm. But we are also heirs to those who won the peace and not just the war, who turned sworn enemies into the surest of friends, and we must carry those lessons into this time as well.

安全と平和を永続的に確保するために、絶えず戦争をする必要はないと我々は信じます。我が兵士の戦火によって鍛えられた勇気と技能は比類なきものです。戦没者のことは、我々の記憶に刻まれ、彼らが自由のために払った代償をしっかりと認識しています。彼らの犠牲によって、我々はアメリカに危害を加えようとする者たちへの警戒を怠らなくなりました。しかし我々は戦勝によって平和を我が者にしただけでなく、敵を友人へと変えることのできた人々の子孫でもあるのです。こうした教訓を現在に活かしていこうではありませんか。

We will defend our people and uphold our values through strength of arms and rule of law. We will show the courage to try and resolve our differences with other nations peacefully — not because we are naive about the dangers we face, but because engagement can more durably lift suspicion and fear. America will remain the anchor of strong alliances in every corner of the globe; and we will renew those institutions that extend our capacity to manage crisis abroad, for no one has a greater stake in a peaceful world than its most powerful nation.

強い軍隊と法の原則のもとに、国民とアメリカの価値を守っていきましょう。そして、他の国々との異なる見解を平和的に解決する勇気を示していきましょう。それは直面する危機への憂慮からではありません。戦争をすれば、より一層不信や恐怖が永続するからです。これからもアメリカは、地球上のあらゆる地域において強い同盟国としての「錨」の役目を果たしてゆきます。そして海外で起こる危機に対処する能力を強化するよう、制度を刷新していきます。平和な世界へ貢献できる国は、最も強力な国である我々以外にないのです。

We will support democracy from Asia to Africa; from the Americas to the Middle East, because our interests and our conscience compel us to act on behalf of those who long for freedom. And we must be a source of hope to the poor, the sick, the marginalized, the victims of prejudice — not out of mere charity, but because peace in our time requires the constant advance of those principles that our common creed describes: tolerance and opportunity; human dignity and justice.

我が国は、アジアからアフリカ、中南米から中東にいたるすべての国の民主主義を支持します。自由を待ち望む人たちのために、アメリカの関心、そして良心が、自由を求める人のために行動するよう我々に求めます。我々は貧困に苦しむ人、病める人、社会から取り残された人、そして偏見に苛まれる人にとっての希望の源であるべきです。慈善心からではなく、今の時代の平和のために寛容、平等な機会、人間の尊厳と法の正義といった共通の信念が必要だからなのです。

We, the people, declare today that the most evident of truths — that all of us are created equal — is the star that guides us still; just as it guided our forebears through Seneca Falls, and Selma, and Stonewall; just as it guided all those men and women, sung and unsung, who left footprints along this great Mall, to hear a preacher say that we cannot walk alone; to hear a King proclaim that our individual freedom is inextricably bound to the freedom of every soul on Earth.

It is now our generation’s task to carry on what those pioneers began. For our journey is not complete until our wives, our mothers, and daughters can earn a living equal to their efforts. Our journey is not complete until our gay brothers and sisters are treated like anyone else under the law — for if we are truly created equal, then surely the love we commit to one another must be equal as well. Our journey is not complete until no citizen is forced to wait for hours to exercise the right to vote. Our journey is not complete until we find a better way to welcome the striving, hopeful immigrants who still see America as a land of opportunity; until bright young students and engineers are enlisted in our workforce rather than expelled from our country. Our journey is not complete until all our children, from the streets of Detroit to the hills of Appalachia to the quiet lanes of Newtown, know that they are cared for, and cherished, and always safe from harm.

先駆者の始めたことを引き継ぐのは、我々の世代の仕事です。我々の旅は、妻や母、そして娘たちた努力した結果に見合う生活ができるようになるまで、同性愛の兄弟姉妹が法のもとで全ての人たちと同様に扱われる日がくるまで終わることはありません。もし本当に我々が平等な人間として創造されたのであるならば、互いへの愛もまさに平等でなければならないはずだからです。投票する権利を行使するために何時間も待つ人がいなくなるまで我々の旅は終わりません。我々の旅は、努力し希望をもった移民を歓迎し、アメリカはチャンスに開かれた国だと信じてもらえるような施策ができるまで終わりません。優秀な学生や技術者がアメリカから退去させられることなく、労働力として受け入れられるようになるまで終わりません。そして、我々の旅は、デトロイトの路地からアパラチアの丘陵、ニュータウンの静かな小道まで、すべての子どもが愛され、大事にされ、そして暴力から守られていると感じられるようになるまで終わらないのです。

That is our generation’s task — to make these words, these rights, these values — of Life, and Liberty, and the Pursuit of Happiness — real for every American. Being true to our founding documents does not require us to agree on every contour of life; it does not mean we will all define liberty in exactly the same way, or follow the same precise path to happiness. Progress does not compel us to settle centuries-long debates about the role of government for all time — but it does require us to act in our time.

これが我々の世代の使命です。それは、「生命、自由、そして幸福の追求」——この言葉、権利、価値がすべてのアメリカ国民にとって現実になるようにする使命です。独立宣言は、すべての人の生き方が同じであることを求めません。自由を皆が同じように解釈し、全く同じやり方で幸福を追求する必要もありません。前に進めるためといって、長年に渡って議論されてきた政府の役割に関して、その議論の中断を強いるものではありません。ただ、我々の時代に合った行動をしようではありませんか。

For now decisions are upon us, and we cannot afford delay. We cannot mistake absolutism for principle, or substitute spectacle for politics, or treat name-calling as reasoned debate. We must act, knowing that our work will be imperfect. We must act, knowing that today’s victories will be only partial, and that it will be up to those who stand here in four years, and forty years, and four hundred years hence to advance the timeless spirit once conferred to us in a spare Philadelphia hall.

決断は我々の手中にあります。そして、これ以上決断を先延ばしにすることはできません。絶対主義を理念であると取り違え、政治を見せ物にし、中傷合戦を論理的な議論であるかのように思ってはいけないのです。例え、我々の行動が不完全であったとしても、今、アクションをおこさなければなりません。今日の勝利はまだ部分的なものに過ぎず、かつてフィラデルフィアの議事堂で我々に与えられた永遠の精神を未来へと前進させる役割は、４年後、40年後、いや400年後にこの場に立つ人にも委ねられるのだということを知ったうえで、行動するべきなのです。

My fellow Americans, the oath I have sworn before you today, like the one recited by others who serve in this Capitol, was an oath to God and country, not party or faction — and we must faithfully execute that pledge during the duration of our service. But the words I spoke today are not so different from the oath that is taken each time a soldier signs up for duty, or an immigrant realizes her dream. My oath is not so different from the pledge we all make to the flag that waves above and that fills our hearts with pride.

国民のみなさん、本日私が行なった宣誓は、連邦議会で職務を遂行する人たちの誓いと同じく、神と国への宣誓であり、政党や派閥への誓いではありません。そして任期中、誓いは誠実に実行されなければなりません。ですが、今日の私の言葉は、兵士が任務に赴くときの宣誓や、移民がこの国に住むという夢がかなったときの宣誓とそんなには違わないのです。我々の心を誇りで満たしながら我々の上にはためく星条旗に向かって行なう、我々全ての誓いと同じなのです。

They are the words of citizens, and they represent our greatest hope.

これらは国民の言葉であり、我々の最も偉大な希望を代弁する宣誓です。

You and I, as citizens, have the power to set this country’s course.

皆さんと私は、市民としてこの国の方向を定める力を持っているのです。

You and I, as citizens, have the obligation to shape the debates of our time — not only with the votes we cast, but with the voices we lift in defense of our most ancient values and enduring ideals.

皆さんと私は、市民としてこの時代に何を議論していくべきか定める責任があります。投票するだけでなく、最も由緒ある価値観や不滅の理想を守るために声をあげましょう。

Let each of us now embrace, with solemn duty and awesome joy, what is our lasting birthright. With common effort and common purpose, with passion and dedication, let us answer the call of history, and carry into an uncertain future that precious light of freedom.

我々一人ひとりひとりが、ここに、生まれながらの権利を厳粛な義務と畏敬に満ちた喜びとをもって享受していきましょう。共通の努力と共通の目的、情熱と献身によって歴史の呼びかけに応え、尊い自由の光を不確かな未来にむけて掲げていきましょう。
